State Chief Justice John W. Kittredge has named chief judges and associate chief judges for the state’s magisterial and municipal courts, which collectively are known as “summary courts,” an order says.

Kittredge’s order bars chief judges, associate chief judges for administrative purposes and full-time county magistrates from having outside employment from 9 a.m. to 5 p.m. weekdays without having written approval by their county’s governing body and approval by Court Administration.
Kittredge’s order lists 19 duties for chief judges, including:
- Coordinating all matters pertaining to summary court judges in the county with the Office of South Carolina Court Administration.
- Coordinating schedules for magistrates so that one is on duty or on call for warrant and bail proceedings.
- Holding at least quarterly meetings of all summary court judges in the county to formulate uniform procedures and to check recordkeeping of judges who oversee a court bank account.
- Coordinating budget planning and presenting the budget to the county governing body
- Tracking on a quarterly basis the age of pending cases from the other magistrates and municipal judges in the county to ensure disposal of all nonjury criminal and civil cases within 90 days of filing and jury criminal and civil cases within 120 days of filing.
The appointments are effective through June 30 unless amended or revoked, the order says.
